CECO Certificazioni supports the end users in the correct commissioning and management of production and handling machinery and systems through survey activities and testing on works sites.

OPERATING MACHINERY/SYSTEMS

Tests are conducted according to the applicable Community product directives and/or legislation of reference for the safety of working equipment if ante CE.

Art. 70 of Italian Lgs. Decree 81/2008 establishes that the employer must make available to his/her workers machinery and/or systems in conformity with legislative and regulatory provisions incorporated from community product directives.

Art. 71 of the Lgs. Decree 81/2008 instead prescribes that the employer update the prevention measures in relation to the organisational and production changes that affect health and safety.

  • ON-SITE TESTING : Characterisation of the machinery/system; collection of the documentation.
  • RISK ANALYSIS: Identification of the applicable product directives and technical laws; preparation of the gap analysis; sharing of contents.
  • FOLLOW-UP AND TESTS: Testing of the potential modifications made to the machinery/system and verification of the technical documentation. Execution of potential instrumental tests on site.
  • TECHNICAL REPORT and CONFORMITY CERTIFICATION: Issuing of the technical report and/or certification of the conformity to the regulations applied.

THE TESTS

  • Tests for the requalification or modification of the designated use.
  • Tests and verifications for the certification of conformity with specific technical regulations or with health and safety requirements outlined by Italian Legislative Decree 81/08 for the purposes of sales, rentals, and leasing, etc.
  • Tests and verifications prior to shipping to international markets

  • Transmission of vibrations to the hand-arm system and to the whole body
  • Acoustic emissions and acoustics for images

OPERATING MACHINES and FORKLIFT TRUCKS USED

The machinery and more in general the working equipment must be subjected to periodic inspections pursuant to Italian Legislative Decree 81/08. For some of these controls are in place with specific methods and intervals (Annex VII of the Italian Legislative Decree 81/08 and Italian Ministerial Decree 11 April 2011), while for others it is necessary to refer to standard best technical practises and the instructions that accompany the machinery itself.
More specifically, for machines with lifting accessories, excluded from the controls pursuant to Art. 71 of the Italian Legislative Decree 81/08, there are required quarterly periodic controls to be carried out unless otherwise indicated by the relative manufacturers.

Whoever sells, rents, or grants usage or financial leasing of machines, equipment, or tools constructed or commissioned must attest, under their own responsibility, that the same be in conformity, at the moment of delivery, to the safety requirements outlined in Annex V.
ECO makes available qualified and specialised technicians capable of carrying out periodic and in-depth controls on new or existing machinery and can prepare reports and assessments, even court certified, for the leasing companies, to demonstrate conformity to the applicable product directives and to Annex V in fulfilment of Art. 72 of Italian Legislative Decree 81/08.

Legislative framework

The tests conducted by ECO Certificazioni are carried out according to applicable Community product directives or legislation of reference for the safety of working equipment if ante CE.

Art. 70 of the Italian Legislative Decree 81/2008 establishes that the employer must make available to his/her workers machinery and/or systems in conformity with legislative and regulatory provisions incorporated from community product directives.

Article 71 of the same decree instead prescribes that the employer updates the prevention measures in relation to the organisational and production changes that affect health and safety.

The equipment subject to intakes that can cause deterioration that may potentially give rise to dangerous situations must undergo:

  1. routine control interventions according to frequencies based on the indications provided by the manufacturers, or to good technical regulations, or in absence of the latter, that can be deducible by good practise codes;
  2. extraordinary control interventions in order to guarantee the maintenance of good safety conditions, every time exceptional events occur that may have compromising consequences for the safety of the work equipment, like repairs, transformations, accidents, natural phenomena, or prolonged periods of shutdown.

ontrol interventions referred to in letters a) and b) are aimed at insuring the good condition of preservation and efficiency in terms of safety of the work equipment and must be carried out by competent personnel.

The daily controls are the responsibility of the operator, and must focus on the parts critical for the safety of the machinery.

Moreover, effective maintenance planning generally saves the need for urgent, and therefore costly, repairs and prolongs the “life span” of the machine.
