Lift (elevator) systems

Periodic inspections of lift installations in accordance with Italian Presidential Decree 162 of 30.04.1999, as amended, implementing Directive 2014/33/EU relating to lifts and safety components for lifts, as well as for the operation of lifts.

Lift (elevator) Systems

Every day, millions of people move thanks to lifts, relying on a mechanism that is as common as it is essential for everyone’s safety. However, behind the simplicity of selecting a floor by pressing a button lies a complex system that must be inspected and maintained with the utmost care.

ECO Certificazioni is authorised to carry out the periodic and extraordinary inspections provided for by Italian Presidential Decree 162/1999, ensuring the correct operation over time of the installation and of all the safety devices installed.

Steps Required

To comply with the legislation and ensure the safety of users, the Owner or Legal Representative of the installation must:

  • Notify the Municipality of the commissioning of the lift, attaching the EU Declaration of Conformity issued by the manufacturer or installer within 60 days from its issue date.

  • Appoint an authorised company for maintenance, responsible for the efficiency of the installation and for emergency interventions.

  • Request a Notified Body or the ASL to carry out the mandatory periodic inspections (ECO Certificazioni is an authorised body pursuant to Presidential Decree 162/1999).

  • Keep the installation logbook up to date, in which all maintenance and inspection activities are recorded.

This logbook must always be available at the installation site for the personnel carrying out periodic or extraordinary inspections.

Inspection Frequency

Every 2 years, by a Notified Body authorised by the Italian Ministry of Enterprises and Made in Italy or by the competent territorial ASL.

During the inspection, safety conditions, the correct operation of the devices, and the compliance of the installation with the applicable legislation are verified.

Carrying out regular lift inspections means not only complying with the law, but also ensuring peace of mind for those who use the installation every day.


Regulatory Framework

According to Presidential Decree 162 of 30.04.1999, as amended (implementing Directive 2014/33/EU), the main legislative obligations relating to lift safety that the Owner or Legal Representative of the lifting installation must comply with are:

  • Commissioning of the lift (Art. 12): the Owner or Legal Representative must notify the competent Municipality of the commissioning within 60 days from the date of the Declaration of Conformity, in order to obtain a registration number.

  • Appointment of a Notified and authorised Body (Art. 13) to carry out the biennial periodic inspections, in order to ensure over time that all parts on which the safety of the installation depends are in efficient condition, safety devices operate correctly, any observations from previous inspections have been addressed.

  • Requesting an extraordinary inspection from an Authorised Body (Art. 14) following significant structural modifications, a previous inspection with a negative outcome, or an accident.

  • Requesting an extraordinary inspection for installation activation from a Notified Body (Art. 14, paragraph 2-bis) if the notification requesting the registration number has been sent to the Municipality after the 60-day deadline.

  • Entrusting and ensuring regular maintenance of the installation to a qualified company (Art. 15): preventive maintenance, in compliance with the installer’s instructions, makes it possible to address minor malfunctions before they can compromise the entire system, ensuring service continuity and minimising inconvenience for users.

  • Making the installation logbook available to the inspector during the inspection (Art. 16), complete with all records relating to maintenance, modifications, and inspections carried out.

ECO Certificazioni is Notified Body No. 0714 for conformity assessment activities pursuant to Annexes V and VIII of Directive 2014/33/EU for new lifts, for periodic and extraordinary inspections in accordance with Presidential Decree 162/1999, as amended, and for lift installation certification activities for the purposes of prior agreements relating to reduced refuge spaces in the headroom and/or pit.
